With all due respect, that's not how the free market works.
If I'm a building contractor and hire only legal aliens and citizens, my labor costs and therefore my price will be significantly higher than my competition, which is willing to use illegals.
I will not get jobs and I will soon be out of business if I don't follow their lead.
This is exactly what happened to a good friend of mine. His price was undercut 35% by contractors using illegal labor.
Not all those who hire illegals are doing it just to make an extra buck. Many are doing it just to survive in business.
They way out of this is to create new rules that all businesses must follow.

I understand, and that takes it into the what comes first the chicken or the egg scenario. Someone had to START using illegals. And the motive? Greed, or poor business skills and using a shortcut to survive.
If illegals are illegal, (what a concept), then things begin to tip the other way. Put in place fines to businesses using illegals and you begin a risk/reward evaluation for the practice of using illegals.
If you're on drugs, (illegals), and drugs are bad for you, you have two choices... continue to use them, and accept the result, or kick the habit. I say we should kick the habit.
I welcome legal immigrants. Illegals are criminals by definition.
Create new rules? How about enforcing the rules we already have! It's *already* illegal to hire people off the books, enforce it, for crying out loud!!
