--to ad we don't have a Congress and Supreme Court that can read the first five words in context---McCain -Feingold comes to mind-- Or a president with principles and balls who'd have torn it up and thrown it in the trash instead of signing the damn thing. Or a political party with the principles to not pass it in the first place.
