Is the anti-Prop 82 group thinking about suing to keep Prop 82 from the ballot? It seems to me that gathering signatures while (allegedly) illegally using funds for an advertising campaign should be a good basis to either move it to the November ballot (when the investigation is complete) or to disqualify it altogether.

It should be disqualified together. And I don't want to hear complaints from liberals their measure is being kept off the ballot. They've kept conservative measures off the ballot for less weighty reasons than Prop. 82. Rob Reiner had to know using public funds to promote a partisan endeavor was illegal. And his backers shouldn't be rewarded for breaking the law.
