Errrr, nope. Bzzzt. "Ban" and "banner" have the same origin. In that case, a "ban" is a proclamation of sovereignty. The banlieue is the "place of sovereignty" around a city. In the feudal ages, its inhabitant supplied the first contingent of recruits in time of war.
