Apr 3 2006 2:17PM Moscow confirms Serbian media published actual Milosevic letter
MOSCOW. April 3 (Interfax) - A copy of former Yugoslav President Slobodan Milosevic's letter to the Russian Foreign Ministry, published by the Serbian media in March, is identical to the original, Russian Foreign Ministry spokesman Mikhail Kamynin told Interfax on Monday.
The Belgrade newspaper Politika published Milosevic's hand-written letter to the Russian Foreign Ministry for the first time on March 17.
"That Serbian newspaper published a copy of Milosevic's letter identical to the Russian Foreign Ministry's copy. We understand the letter reached the Serbian media from Milosevic's lawyers, who had earlier passed it to the Russian embassy in Holland," Kamynin said.
In the letter, Milosevic complained about improper medical treatment offered to him by the International Criminal Tribunal for the Former Yugoslavia and again requested permission to undergo medical treatment in Russia," the Russian diplomat said.
Yep. Its International cospiracy to empower Al-Qaida.

I have. The KLA started small, but expanded rapidly in reaction to Serb brutality. Most members were villagers and farmers fighting to defend their homes and their families. Here's what Senator Jesse Helms had to say about the matter:

The sovereignty of nations must be respected. But nations derive their sovereignty - their legitimacy - from the consent of the governed. Richard Gelbard referred to the KLA as a terrorist organization back in '98, but that was not the State Department's position - you can refer to any of the State Department's Country Reports on Terrorism to confirm that fact. As to Clinton and Albright somehow deleting the KLA from reports and ensuring they weren't added back in once Clinton was out of office, well I'm afraid that falls into the Conspiro-theorist worldview which I don't ascribe to.
President Bush the Elder warned Milosevic about Kosovo back in '92, and had Bob Dole been elected President in '96 instead of Clinton, he likely would have acted more forcefully in regards to Milosevic. As it stands right now, American Balkan policy doesn't much change regardless of which party is in power - both Bosnia and Kosovo have seen their Muslim populations reject Islamic fundamentalism, with Bosnia's Muslims coming on board with the enforcement of the Dayton Accords in '96, and the KLA rejecting Al Qaida in '98 when Claude Kader came to offer their services.
If you are interested in Al Qaida's attempt to set up shop in Bosnia, Evan Kolmann's Al Qaida's Jihad In Europe is the authoritative tome on the subject, and as to Kosovo, nobody's written much worth reading on the subject as of yet, because there's really not much to discuss other than what happened to Kader and his 4 compatriots. The way things turned out, if you want to discuss what happens when the United States is active in an Al Qaida area, you'll have to direct your attention to Saudi Arabia, Iraq, or Afghanistan, not the Balkans.
