Sorry, but having studied Latin American history, the last thing I want to do is "adopt" Mexico!!! Their ENTIRE history is plagued by the sort of thing we have been witnessing in the streets the last couple of weeks. They riot, or strike, at the drop of a hat, and most of them probably would never be able to even give you the reason "du jour".

In their culture, it is socially acceptable to take to the streets whenever slighted, be it real or imagined. In our culture it is, generally, not acceptable. To get an idea of what it could resemble, one need only look at France (where it is also socially acceptable) to riot, or call "general strikes", when a segment of the population is unhappy.

In the past, when they came in manageable numbers, they could/would be assimilated. Now they are coming in such overwhelming numbers, I am not sure they will ever be assimilated. If we were to try your plan and it didn't work, what options would be have to fix it? Could we just de-annex Mexico? The stakes are just too high, as with a general amnesty, to risk. It can't be undone. Whereas, strict border enforcement, with limited legal immigration would allow us to manage the number coming here. If the economy changed, numbers could be adjusted, up or down, accordingly. Border enforcement is key.

Sorry for the rant, but......

Repeat after me: there will be no 'strict' border enforcement, and existing illegals will not be deported; in fact, the numbers are going to increase.

Now, rant and rave about defeatism, etc., but the bottom line is that once you come to accept these conditions, you're faced with two choices: play defense and let the invaders dictate the terms, or go on the offense and pull-off a reverse hostile takeover.

All Mexico needs is (1) private property rights, and (2) contract enforcement. Both would come as a result of US federation under our legal system.

Those two things alone would send 100m US citizens south, and somewhere in the vicinty of $5 trillion in capital investment.

Doubling the beautiful Caliornia coastline through Baja alone would generate enough economic activity to employ every man, women & child in the two countries.
