Bill Clinton NEEDED McVeigh to be guilty and it not to be terrorist from foreign lands. He did not have what it took to confront terrorism from across the sea. And, he needed it to be 'home-grown' in order to win the election. He himself credits the OKC Bombing with revitalizing his campaign and leading to his win.
