Mountain States Legal Foundation advised Rumsfeld that the college’s actions violate the Solomon Amendment, which requires that colleges permit military recruiters on campus or lose all federal funds.

In the first place I don't think that the funding comes from the Defense Department so I doubt Rumsfeld could cut off the federal dollars even if he would. Second, the college allowed the recruiters on campus as required by the Solomon Amendment. I think you would have to show that they aided the bozos who harassed the recruiters until they left.

Maybe so, but in any case I sense that the Bush administration won't enforce the law on the issue, just as it hasn't enforced the law regarding immigration. (Nor did Clinton during 8 years.) So we have both major political parties unwilling to enforce the law on these issues, and many more, after they win elections.
