It says Buisness as Usuall.

In the early 90's, I was stationed at Laughlin, in Del Rio Tx. The border / sister city is ciudad Acuna. When you went across the border Almost all the city officials had cars with Tx plates. New shinny fully loaded cars with current plates.

Almost everyone of them was stolen, normally from San Antoio. The place is full of thieves, especially the gov't

They also assault tourists and steal their cars. Several years ago it became such a racket that the government had to "crack down" on the cops that were doing it. It was starting to cut into the Gringo tourist trade!
