The translation is Armored. I myself trying to figure out what did they mean by that.

It is possible that the word Armored here means some type of protection for the brief cases for the Iraqi Diplomats so it will be hard to be break into it or such...

I think the heart of this memo is the training of THE ARAB TERRORISTS by the Iraqi Intelligence.

Feedayeens means in English "Those Who Sacrifice Themselves". In many cases it is the Suicide type of Sacrifice.
