The translation is Armored. I myself trying to figure out what did they mean by that.

It is possible that the word Armored here means some type of protection for the brief cases for the Iraqi Diplomats so it will be hard to be break into it or such...

I think the heart of this memo is the training of THE ARAB TERRORISTS by the Iraqi Intelligence.

Had similiear thoughts. For all we know it could have taken the form of some sort of communication device. But why second guess some of this stuff. So many key things are being brought out in these translations.
