IMO Rove is overrated. In 2004, an incumbent President in wartime with a good economy squeaked by the most liberal senator from the most liberal state in the country who was uncharismatic, had a wife who was a liability, had a phony war record, and committed traitorous acts as a member of a radical antiwar group in the 70s that plotted the assassination of USG officials.
Rove ran a very poor campaign in 2004 and was bailed out by the SBVFT, which was denounced by the WH that advocated closing down all 527 groups.
