How about just making the annual dues to renew your law license $25,000? That way, the attorneys would be paying for the new programs and all we would need would be more attorneys in order to expand the program!! The lawyers are the ones who make it possible for cretins like Reiner to even put crap like this on the ballot so its time they contributed their 'fair share.'
