You are correct. But they can be assigned to other less sensitive jobs without a pay reduction. This is what should've been done.

Many of them were. Mary McCarthy was in the White House NSA for a few months. She was removed. Apparently she went to the business sector and then went back to government (at the CIA) in 2003. A good question would be "who hired her in 2003?"

President Bush doesn't get a list of all potential hires in government. It is not his fault that this woman was re-hired.
