Concur with naturalman--except for very special circumstances, a commission in Her Majesty's forces or the Armed Forces of the United States can be resigned at any time.

IIRC, American officers have to pay back their academy or ROTC cost if they resign before they've served out their first hitch, but if that rule applies to Sandhurst and Harry I think his family could come up with the money.
