Of course exhibits that show art like crucifixes in urine and madonnas with elephant dung are perfectly acceptable and should be government-funded.

Seems like a clear-cut case for a truly decent and bona fide civil liberties attorney to take on:

The artist's federally protected constitutional right to free speech has been violated by a state agency.

Therefore, a federal civil suit under 42 USC Sec. 1983 would be appropriate, IMHO.

Now would the ACLU stand up and be counted for this abused student? Don't hold your breath. It doesn't fit into their political agenda, you see.
