I think it will be fine for a mature 13 year old. I tend to think that as long as they are old enough to understand what we are fighting for, and who we are at war against, then they are old enough to see this movie which tries to explain it in pictures.
We did have War movies played during WWII. Many more in the couple years afterward. He is not too young.
This is a really, really intense film. I am not sure I would bring a 13 year old.
The gore factor is minimal and the language is very tame, I heard the "F" word once.

13 years old?!? I definitely believe he is too young, just my opinion based what I know of child psychology.
Take him. Then answer all of his questions after. He will appreciate that you thought him mature enough to handle it. It might "grow him up" a bit, too.
I believe most of the rating is based on the language that is more likely than fanciful - a military officer saying "this is no s##t, we have a real world hijacking" or words to that effect. Also a controller says something like "I know what I f###ing heard!" when speaking of a radio transmission from an aircraft. Your boy can handle it well I'm sure.

What might be too much for him is the world he's growing up into. He needs to be prepared and exposed. If he has expressed a desire and willingness to go, together with an understanding of the subject matter, you should definitely take him with you, in my opinion.
