In December, he forced a six-month limit on the UN budget, infuriating the developing world, by making further funding dependent on the passage of key reforms.

I'm curious about the story behind this. I'm guessing that "developing world" is code for "people with their hands out". People who have been getting a free ride are never in favor of reforms which could mean accountability on their part.
