Congress critters are immune from prosecution going to or coming from a session. It's a get out of jail card. And he's a Kennedy and he's a (D).
He'll get away with it until he kills someone, and then he's a Kennedy and a (D). Lather, rinse, repeat. :-/

Patches told the cops he was late for a vote because it is illegal for any officer to detain a Member of Congress if he is on the way to the Capitol to carry out his official business.
Article 1, Section 6: The Senators and Representatives shall receive a compensation for their services, to be ascertained by law, and paid out of the treasury of the United States.
