I think that's a fair assessment. I googled that Robert Bonner and it said he's a Canadian...... sounds like the open from SA to Canada kind of people involved in this document.
Is all of this going to boil down to an attempt at softening public opinion for the free movement of labor under FTAA? It's backfiring badly, if that's the case.
