I can't see any way that we can elect officials who represent the people more than they represent the government.
Government is "The Beast", from water boards to the Senate, and politicians all know this. Government becomes their clan. Outsiders who accidentally get elected either don't stay or they join the clan and become permanent members themselves.
Elected folk hire other folk and they validate their salaries by working hard on getting Government's agenda passed into law and ensuring that the revenue continues to flow.
I believe that we mostly only have the ability to effect local government only but we can hope that poop flows uphill and our choices have an impact on the next level.
I'll start in June by trying to elect another good Sheriff. We'll see, I guess.

Excellent points. The bureaucracy is hideously traitorous at so many levels and in so many ways.
