Are these state laws or Federal, and who do we go to in order to end social welfare to illegals??

The great majority are state laws. Some benefits have been mandated through the Federal Courts I believe but each state controls it's own welfare programs.

So with the state of California, and LA and San Diego hospitals out of control, it is California law that needs to be changed?
