It seems to me, that businesses with a "need" for guest workers could submit a request for them(that might include ILLEGALS already working for them since they know their work history.) Everyone else can be fair game for deportation. Businesses that hire ILLEGALS under the table would be subject to fines that would literally bankrupt them.

Is that already part of the guestworker program idea? That businesses who know their work history would be part of the process?

Anybody know?
