I think the government needs to win the public relations battle being waged on this issue by the enemies of freedom. Here are a few suggestions I'd toss in to that end:

Make it clear that America welcomes immigrants.
Thank those immigrants who are legally enjoying freedom on our soil.
Thank those many would-be-immigrants who are going through the proper legal channels to obtain US citizenship or guest-worker status.
Make it clear to those right-minded folks that their respect for our laws will be honored and they will not be sent to the "back of the line" in favor of those who have chosen to disrespect our laws.
Establish an amnesty period of one year for those not here legally to fill out the proper paperwork and get their place in line established. Note that this "amnesty" period is not for establishing citizenship, it is for getting back on the list legally.
At the end of that year, the law gets enforced as follows: If a detainee doesn't have their place in line established, they are tossed out and not allowed back in ever. Sneak in again and it's jail time.
If the detainee does have their paperwork in place, well, I'm not too sure about that part yet. I don't work at the CATO institute or the RAND institute, ya' know! Maybe send 'em out nicely, or let 'em stay on some sort of restricted status.

I figure the main idea is to make it clear we do appreciate the presence of folks desiring to make a future in America, and we want to honor those who choose to do so legally, and we will not allow sneaks to cut in line on those honorable folks. I think we could win this war of words and gain the respect of the many ethnic groups in this country who now oppose immigration reform. Maybe.

A PR campaign to encourage the LEGAL immigrants, and tell them how much THEY are wanted.

The difference between this invasion and the normal immigrants (ALL THE REST OF US).....is that immigrants want to be AMERICANS. These usurpers want to take America from us.
