In old days a recalcitrant conclave was locked up on bread of sorrow and water of penitence till they could agree upon, and elect, a pope.
Maybe the same approach is to be used here. Lock them all up in a large restroom and close the effluvium pipes, to ensure overflow. The food provided is to be of beans and pepper variety, and ventilation is to be made ineffective. If they elect the government, good for them, and otherwise the last ones remaning standing will form it. "Now, the next one crawling out of there will be the deputy agriculture minister!"
