Ousted CIA No. 3 Is Target of Raids (by FBI)
WaPost ^ | May 13 06 | Dafna Linzer and Charles R. Babcock

Federal agents yesterday searched the CIA offices and Northern Virginia home of Kyle "Dusty" Foggo, the spy agency's No. 3 official who was forced to resign this week amid a widening criminal investigation into allegations of government corruption and bribery.

...

Aside from well-publicized espionage cases, veteran intelligence officers said they could not recall another time when FBI agents picked through offices at the CIA's Langley headquarters..

Earlier this year, however, he was placed under investigation by the CIA inspector general and federal prosecutors after allegations that he helped a high school friend, Brent R. Wilkes, obtain CIA contracts and improperly accepted vacation trips from Wilkes. Foggo has denied any wrongdoing and has not been charged. His attorney, William G. Hundley, did not return calls yesterday.

Wilkes, a San Diego defense contractor, has been under investigation for allegedly bribing former congressman Randy "Duke" Cunningham (R-Calif.), who pleaded guilty to corruption charges last November and is serving a prison sentence of more than eight years. Wilkes has not been charged, but he was identified as an unindicted co-conspirator in the Cunningham probe.

When I heard the name "Dusty Foggo", I just brushed it aside as a coincidence. I graduated from Hilltop High School in 1973. Dusty Foggo and Brent Wilkes graduated from Hilltop High School in 1972. I know both of them, but they were never friends. Small world.

Do a Google search for "dusty foggo" and "hilltop high school". Pictures and stories about both of them.

I guess by now you know you have opened a can of worms.
Next thing you know you will be linked to poker games, free limos, expensive booze and hookers...

I'll check the Sunday NYT to see how quickly they jump on you. :o)

Serious for a moment: Y'know I am aware that there are neighbors, acquaintances, co-workers and a myriad of people I don't know especially well who would be aware of some of my activities.

How can someone who is even somewhat in the public's eye be so careless? (If in case he did it.)

Were I in in a high profile position, I would be concerned about what I said to the check out lady in the supermarket.
But people from athletes to horny presidents seem to think they are invisible.

Foggo's ties to Wilkes go back to childhood. The two grew up together in the San Diego suburb of Chula Vista, played on the same high school football team and roomed together at San Diego State University. The men are so close they each named a son after the other.

Here is how it works :

A company that has a product/service for the govt pays the lobbyist $10 million. Within a year the company gets a govt contract/order for $20 million, and in the meantime competition is disparaged - with pseudo-official findings.

(The 10 mil pays the lobbyist, a well-placed 'expert', and a few congressmen)

And little Foggo Wilkes is still angry about it, as is young Mr Wilkes Foggo.

Dusty and Brent were typical football lettermen. I was in the marching band and they often invited themselves to the band party that followed the football game. Both of them visited my house the night the band party was hosted at my house. It was a Halloween theme that evening.

Did either of them come dressed as 007? LOL.

Small world indeed.

They showed in in their lettermen's jackets after the game. My only regret in hosting the party was that one of the visitors pocketed the contents of the donation bowl. The standard protocol was to have people who came to the band party toss some money in the punch bowl to offset the costs for the hosting family. After that occurrence, we hosted one more band party. It was limited to band members only. No problems that time.

It would be pointless. I haven't seen either of those guys since they graduated from high school in 1972. I remember their names and faces, but that's no surprise. I could walk up to any person on campus and call them by name. One pass through the high school annual was sufficient.

Dusty and Brent headed off the San Diego State. I headed off to UCSD the following year.

Oh, no. You're not getting off that easy. :)

Seriously, the first time I've seen anything about a HS connection is in this WaPo article. Which probably means someone has already been snooping around out there.

I do believe this story is just getting started, however.

I made the high school connection by a Google of "dusty foggo" and "hilltop high school" on a lark. I was curious as to whether there might be another person in the world named "dusty foggo". I got a bunch of hits. The stories tied in Brent Wilkes. The best researched story thus far was done by the reporters at channel 10 (TV) in San Diego.

My 1972 Hilltop High annual is on a bookshelf here in my office. My picture appears with the sophomores that year. The 1973 annual has me in the senior section as I qualified to be a membe of the senior class by virtue of credits completed. I had to fight the school board to get them to agree to that manner of classification. 15 other members of my class took advantage of the new classification to graduate early as well.

I didn't know that Dusty had taken a job as a security guard at Sears. I also didn't know that Brent had apparently been very successful. From the news stories, it seems that along with success came excesses at parties and personal behavior.

One thing is certain. You guys will have a lot to talk about at your next HS Class Reunion.

Not likely. I graduated in the class of 1973. Dusty and Brent graduated in the class of 1972.

I scanned a page from my 1972 Hilltop High School annual. All the news stories talk about Dusty as a football player. Here is a picture I scanned of Dusty with the wrestling team.

Yeah, turns out I went to SDSU at the same time as them. I attended from 1974 to 1978, graduating in May, and Wilkes graduated in 1977. AFAIK, I don't know him, but it IS a small world, isn't it?

I was at SDSU from Sept 1976 to June 1977 for graduate school in the Microbiology department. I completed all my course work for my master's, but the second semester was spoiled by a severe case of pneumonia.

My favorite recollection from my time on campus was lunch at the Jack-in-the-Box. I ventured over to enjoy a fried bean burrito. There was a new young lady at the counter. Her temporary name badge said "M. Toast" in white letters on a red Dymo tape label. A week later, I returned for another burrito. Her permanent name tag arrived with a nice professional flair. It simply said, "Melba".

That's funny! Someone with a sense of humor at JITB? I worked for them for over a year while I was in college, but the one in OB on Voltaire. My first year there, I lived in Olmeca dorm which was right behind that particular JITB. Once again, small world!

I managed to avoid laughing out loud when I put my two visits together and discovered the sweet young thing had been named "Melba Toast" by her parents.

I really miss the fried bean burritos. They were perfect with a little squeeze of hot sauce before each bite.

Did you ever patronize "Hell's Kitchen"? It was a Mexican food joint near Mission Beach that specialized in exceptionally hot salsa offerings. The best I can do here in Idaho is to purchase bottles of Dave's Ultimate Insanity.

As Henry Kissinger once said, "Power is the greatest aphrodisiac." They think they're untouchable, I guess.

No, I never did. Didn't get to Mission Beach that much...too many tourists, and I liked PB better.

We went back 2 years ago as tourists, though. Stayed at the Islandia and hung out at MB everyday. It's a great place to visit but glad we don't live there anymore.

My mom, #2 son, sister and niece/nephew still live in San Diego. When I drive down to visit them, I'm reminded of all the reasons I chose to leave. The things that annoyed me in 2000 are even worse today.

My #2 son has 16 days of school left before he completes his BA in Business. The graduation ceremony will be in Phoenix instead of San Diego. Hooray!

It is not a matter of "careless". These people all operate by getting dirt on somebody important, and then not disclosing it. That becomes their protection. You don't bring me down, I don't bring you down. It is their currency, the way they advance their careers, the way they remove bureaucratic competitors. And the way they leak to influence policy. Now that the boss he had stuff on is gone, he is no longer protected and the dirt on him comes out as well. Washington is hip deep in this sort of thing. Intel services especially.
