The president doesnt want to enforce immigration law because hes afraid hell inconvenience someone who wants to come into the country for a better life. Can one of the Constitutional scholars around here please point to the part of the document that says the President is responsible for inconveniencing someone who wants to come here for a better life ?

If I'm understanding correctly, this amendment has something to do with possibly striking "self-petitioning" by immigrants lacking an employer to sponsor them. I'm hearing the old standby terms like "matching willing workers with willing employers," but am not following completely.
Maybe someone else can "splain it better.

Cornyn just explained that his amendment makes it a requirement that all aliens with a green card applying for guest worker status must:
1. Have H2C status (I don't know details)
2. Have been employed not less than 4 years in that status.

I mentioned this somewhere on FR this week...went to my local Walmart the other day (Central Florida) and heard MORE Spanish being spoken than English. Customers, stockers, clerks...everywhere. I wanted...to have a tantrum.

According to Kennedy, the amendment states that after 4 years "self-petitioning" by the temporary worker will no longer be allowed...the employer MUST do that for him.

What I found on H2C
The bill
Provides 400,000 new H2C visas a year for temporary workers.
Visa valid for three years, renewable for another three.
Employers could sponsor worker for green card; worker could apply for green card after four years.
Workers would have to leave the country if unemployed for more than 60 days.
