Here in Eugene, OR, we are the only family in our 'family friendly' neighborhood with 4 kids. NO ONE has more than 1 kid, except us.
We recently got a note on our door telling us that the neighbors wish we would keep our kids quiet.
So, even with people who reproduced, they usually only have one kid.
Buy a bigger stereo with some freaky amplified speakers. Get the kids their own personal bullhorns and lift noise restrictions on them while they're outside. Invent a game with your kids -- "Who can yell the loudest bloodcurdling scream". Offer treats for winner. Do it during showings of "60 Minutes" or other neighbors "must see TV" times.
When a cop or neighbor vists your home with a noise complaint, ask them if they liked it better before the posted the note to you door, or after.
Leave the note posted to your door, with a crayoned message under saying "Daddy told us to make more noise after we got this and told us we could make even more if we got another". Keep making noise until the a-hole(s) that posted the note apologize in person.
F'in busybodies can get earplugs, soundproof windows, or move to a house on the airport approach path if they don't like it...
