Corsi gets it wrong when he calls it "Bushs" plan. Theres no way to say whether he supports the idea or not. The idea of an integrated north america is gaining popularity among "thinkers" on the left and right. However the fact that Bush is pushing a massive "guest worker" program with mexico, and has joined in the SPP shows that he may not be totally opposed to integration even if his version may be far short of the EU level of integration.
