For some time information has been coming forth that our immigration policy was going to be wrested from Congress and given over to the USTR. Robert Zoellick formerly the US Trade Representative had been negotiating this move.

U.S. Immigration Policy on the Table at the WTO
How did immigration wind up on the table at the WTO? Under the global trade body's General Agreement on Trade in Services (GATS), governments can regulate the supply of services performed by foreigners. The technical term for this type of service trade is Mode 4.

In 2003, lawmakers successfully pressured Robert Zoellick, then the top U.S. trade negotiator, to promise not to make any concessions in GATS negotiations that would require changes to U.S. immigration laws. However, when Zoellick left his position to become deputy undersecretary of state in late 2004, acting U.S. Trade Representative Peter Allgeier re-ignited the issue by hinting that the administration might be open to increasing Mode 4 access. In an April 19, 2005 letter to members of Congress, he stated that provisions on Mode 4 delivery of services were a “critical pillar” for successful negotiations in the current Doha round of WTO talks.

Why is Peter Allgeier negotiating this now for the USTR? Because Zoellick has been moved to the US State Department to fill the position Robert Pastor says is required to reorganize the US government to be a part of the North American Union. Zoellick fits Pastor's requirement of being a "person of independent stature".

This move absolutely fits the plan to create a North American Union based on the EU model. It underscores the reorganization of our government from a citizen empowered constitutional republic, to quite a different model. Ultimately immigration will no longer be a function that congress oversees, they are paving the way for this with the amnesty to which the vast majority of citizens objects making it an issue of trade and not sovereignty.

Can Sovereignty Be Transcended? For questions of immigration, the answer is yes, if you use the WTO and trade to do it.

In reading Pastor's stuff, he definitely seems to be a big Jean Monnet fan.
Monnet orchestrated moves over several decades leading up to the EU creation.

(But Pastor is a member of CFR, along with lots of other honorable, patriotic folks, so don't worry.
It's all about trade and what good conservative could be against trade? ;-) )
