Abortion is the primary method of birth control in Russia. Studies have found that many Russian women have 4-5 abortions in their lifetime. Hard to increase the population this way even if some of the women look like Anna Kournikova.

Also, it's hard to increase the population when Americans go to Russia to adopt.
