Guess what ended up in the bill? Just that: "Consultations between the United States and Mexican authorities at the federal, state, and local levels concerning the construction of additional fencing and related border security structures along the United States-Mexico border shall be undertaken prior to commencing any new construction." Before we can build a fence we've got to consult with Vicente Fox and the state governors, whatever they're called in Mexico and the local people on their side of the border in order to solicit the views of affected communities in Mexico to lessen tensions and foster greater understanding and stronger cooperation on this and other important issues of mutual concern. The Dodd amendment was included in a manager's amendment offered by Senator Specter which included several additional amendments. It was adopted by the Senate. So even the fence will have to essentially get the approval after consultation with officials throughout government layers in Mexico! Believe me, folks, this is not an immigration bill, and it never was.Most of us here on FR already knew that. Some have their heads in the sand.
