I can see where you are coming from but if they are granted citizenship rather than just guest worker you are stuck with them should in the fullness of time be found that they are not what they were thought to be.

Very great checks would be needed and then you could still end up that they are citizens but they hold more allegiance to the country they have come from and their culture than yours.

I see problems on both scores and citizenship surely would give them more power.

There will be problems no matter what path we take. My only point is I'd rather have someone here who wants to be an American than someone who just wants to make the money and take it home with them. Selfserving? Probably, but it's also been the history of this country and has worked better in the long run.
