If there was a machine to do it economically it would already be made.

Why do you assume that?  Why would anyone invent a machine (or simply a better way of doing something) so long as unscrupulous employers have dirt poor labor to exploit?  There's no reason to invent something to do it by machine when you can hire people to do the work for a couple of bucks an hour (if that).

After Cesar Chavez unionized the farm workers in California and they started to get "livable" wages there was a rush of automated systems and new ways of doing things in the fields that eliminated about 60% of the manual labor those workers were doing.

The market is the best way to work these things out.  And before you say it, the folks employing illegal workers are NOT "letting the market work it out," they're cheating.  If they cheat at one thing it's highly likely they're cheating at other things, like OSHA regulations, not using toxic chemicals, paying their taxes, etcetera, etcetera...
