Now that he's dead, he's never been a big deal. I get it.

More like Goering. Head of the SS, Army Chief of Staff, or Eichmann. Postions like that are a better comparison.
Sure, they can replace him. But the replacement can also be killed. And while the replacement is contacting people, and trying to "build up" his (new) network of henchmen and "trusted do-sayers" and safe-houses and suppliers and funding sources and clerics and profiteers, he can't be effective.
And every contact is a potential source of a new bomb on his head.
