But then it wouldn't be a subsidy (take from that have and give to those that don't) and the enviros would file a suit within 10 minutes!

The "buyback" rates were set in the Carter Admin- the utility buys the alternate power (solar, wind, whatever) at a high rate.
I don't think the utility can change the rate.
So they buy electricity and often sell it for less than they bought it for. That's stupid, even if we use less oil, where's all that money going to come from?
