I believe it works that way in NY or at least NYC. I think some other places as well.

It appears you are using conjecture, not facts. There is a difference between a permit to purchase, versus a permit to carry.

It clearly lists the weapons the holder is authorised to carry. I don't know how many other permits are this way. I know Montana's is not. I don't think any police are going to take a weapon from a permit holder on less ohter circumstances are involved, like intoxication, ect.
