Alameda County is discovering that hand-counting creates different problems. Every time they get interrupted, they have to start over.

The paper ballot count in Alameda County was completed days ago with 100% of precincts reporting.

This is Oakland. There's still 'voting' going on. The question is who will run out of ballots first, Fuentes or Dellums.

Wouldn't be surprising to see well over 100% turnout...
