You are correct that Judaism has not been seeking converts for almost 2,000 years.
But the stance of Reform Judaism has recently been changed, but exactly how active the movement will be remains to be seen.
Converts have always been welcomed, the book of Ruth makes that very clear.

the stance of Reform Judaism has recently been changed Doesn't matter, they are losing far more of their own people through low birth rate, abortion, gayness, assimilation and indifference than they can possibly hope to gain from proselytising converts.
