That river is the Columbia, possibly the most dammed and controlled major waterway in the US. The last time it flooded was...well, when the great Montana ice dam broke about 50,000 years ago.

Not so on the Columbia River, even though it's the fourth largest river in the U.S. That river is so controlled by all the dams. That's where all the electricity comes from in the region (about 80% from the dams on the river). It doesn't ever flood. They work in concert with Canada to absorb more flooding than you can ever imagine.
