Mercenaries?!?
Seems like it was Sierra Leone where the "mercenary" group Executive Outcomes sent a few hundred people in and routed an army of psycho militants 10,000 strong in a few weeks. EO handed power back over to the legit government and were doing security work when the UN arrived and demanded EO get out.
I think it was only a month or two before the militants returned and held some 15 hundred UN personnel hostage for a while.

Someone on FR was making a sarcastic remark the other day on a thread, scoffing at just such a proposal when others were talking about a possible North American Union. I wish I could remember who it was so I could ping them on this story.
