Former New York Mayor Rudolph Giuliani, in Dallas to raise money for Republican candidates, described the rebuilding effort in New Orleans as "pathetic" Thursday and said it will take political courage and leadership for the city to fully recover from Hurricane Katrina.
'I expected the [hurricane] devastation. What I did not expect was the lack of activity,' said Rudolph Giuliani, who spoke Thursday at the Greater Dallas Chamber luncheon and was in town to raise money for GOP candidates. Mr. Giuliani gave his analysis to business leaders gathered at a Greater Dallas Chamber luncheon.
Responding to a question from the audience, he said he had been to New Orleans about one month ago.
"I expected the devastation," he said. "What I did not expect was the lack of activity."
New Orleans officials could not be reached for comment.
Mr. Giuliani, widely credited with revitalizing New York in the 1990s and bringing down crime rates, said he hoped rebuilding in the Crescent City would begin in earnest now that Mayor Ray Nagin has been re-elected after a tough campaign.
And he said New Orleans leaders should prioritize where to rebuild and not scatter projects, because that would scatter the population base.
"They have to have the courage to make some tough decisions," he said.
Mr. Giuliani became known as "America's Mayor" because of his leadership during and after the Sept. 11. terrorist attacks. Since leaving office, he's developed a consulting firm related to security and law enforcement.
Mr. Giuliani was in Dallas to raise money for various Republican candidates in this year's midterm elections, including Republican Van Taylor, who is challenging Democratic U.S. Rep. Chet Edwards of Waco.

Other than the French Quarter New Orleans is in a deep hole surrounded by water. It takes pumps running 24/7 to keep it dry. The area is sinking and the levees are not going to hold with another Katrina type storm. Why rebuild?
We ain't doin' so hot in downtown Manhattan, either.
Well that's because Bloomberg is mayor! The only thing he got done quickly is the smoking ban.
In Manhattan, we got a fence around a hole. What's New Orleans got?
Who's fault is that? Don't bring your whiney NY ass to Texas and complain, take it to New Orleans! We've got our own problems taking in these people. Our crime rate for one has gone way up!
HE WAS ASKED A QUESTION ABOUT NEW ORLEANS. He didn't come to Texas just to talk about that. He's in Texas to Raise money for Republicans who apparently want him there! One thing RUDY IS NOT is WHINEY!
((((PING))))
Well, I hear they got chocolate...
Okay, I'm no expert but I did lose EVERYTHING in hurricane Katrina. I'm in MS, however, and our lives are moving back to normal. I had the opportunity last month to go to the airport in NO and I can tell you, there are still HUGE debris piles, the roads aren't even cleaned up in some areas and there are STACKS of cars that had been submerged under overpasses on the way to the CBD. Call it whinny or what you want....it's unforgivable that there are still cars poking out of canals. Try remembering that it was,in fact, MS that was hit by Katrina. The difference in the recovery is striking.
I do hope Mayor Noggin is listening ...
Apologies to my Crescent City freepers. I'm sure it is home to you, but they need to let this socialist festering sore die.
In my opinion, Katrina was the best thing that happened to this $hithole. Sometimes nature has a way of washing away the crud that has built up over the years. Rebuilding here is like pissing in the wind. Unfortunately, our Guberment has spent quite a few of my tax dollars financing trips to Hooters, massages, strip club jaunts, countless bags of cocaine, marijuana and crack to people who never had a damn job in the first place. NO stinks. Sorry. Its the truth.
So again how is it the feds fault? Theres no Dept. of Removing Crap Caused By Acts of God! When Texas gets hit by tornados, theres no Federal clean up squad helping. Its the local level working to clean up the place. This is a local issue. N.O. was a politically corrupt sesspool, and now its got the topology to match. You get the governemnt you vote for.....or just blame Bush. Its easier then trying to explain what happened to the millions over the decades that was supposed to be spent on improving dikes and levels!
The difference in response has indeed been remarkable. I live near Mobile and have family in Slidell.
The first few days after the storm, Mississippi had gathered their leaders and developed and started implementing plans of action while the politicians in Louisiana spent their time looking for a TV camera to cry into saying they weren't being helped.
It stands as a perfect example of the difference between conservative self-reliance and the liberal nanny state.
Yup Hooters is very active!
"In my opinion, Katrina was the best thing that happened to this $hithole"
We'll remember that the next time something bad happens to your hometown. These are the kind of folks who give freepers a bad name. This guy is applauding the destruction of an american city. With friends like these...who needs terrorists?
Tee hee. A little backhanded smackdown of Mayor Blooming-idiot and Governor Pataki?
My dear, WHINEY IS YOU!
