I spent much of my police career fighting the drugs war and there was no one keener than me to fight it. But latterly I have become more and more convinced that it was never a war we could win.

He's pointing out the obvious. Who actually believes the drug war isn't lost? What other business accepts a 10% interdiciton 'success' rate as a success?

They must be a social mess to let drugs get that much out of control.
