Crime was sky high in the apartheid era.

The sheer tragedy of this stuns me. How can one install the respect for law and order in a segment of society that has no such ideas already?

Well,it could very well be true that African cultural and family structures are not necessarily compatible with ones that are European based.
As we all know,Africa was no idyllic paradise before the advent of the European.Yet there were very strict rules of behavior in tribal societies that were anything but liberal and permissive.Violation could mean ostracism or death.
I think most black South Africans DO hold a grudge against the descendants of the English and the Dutch.I think much of it is pride.Its hard to love the people who basically conquered you and imposed their system upon you,even though some aspects of that new system actually helped your standard of living.
Human nature is a funny thing and if we have learned anything,it is the fact that it is impossible to change at a basic level.
