It is not only rational, but it may be necessary. Conventional munitions would require too many strikes to assure success, when what Israel needs is a check mate.
Well if they decide to pursue that agenda, they can kiss their tiny little country goodbye. (they are not exactly surrounded by friends)

Would you care to point out which two or three or four targets can be eliminated by Israeli nukes in order to achieve "checkmate"?
Can some hardened targets inside mountain tunnels even be affected by Israeli nukes?
The fact of the matter is that only the U.S. has the air power necessary to hit every target as many times as it needs to be hit and only the U.S. has the airborne troops in theater needed to temporarily secure perimeters around hardened sites that may have to be destroyed by boots on the ground.
The U.S. air war would follow the same pattern of Desert Storm and the Iraq War. Enemy air defenses will be knocked out in the first 24 hours and follow up strikes can be carried out at will for as many weeks as it takes to destroy everything that needs destroying and for as long as it takes to sanitize the real estate for miles around any area that needs to be secured by airborne forces.
Using nukes would be like using a chain saw for a heart transplant. They would be very noisy and extremely dramatic but they are not the appropriate tool for the job.
