I think what he means is that he would like Puerto Ricans to break all ties with the U.S. and become independent and not "dependent" upon the U.S. economically or militarily. That person very likely "dislikes" Puerto Ricans.

My apologies for my post. There has been a movement within Puerto Rico that would like Puerto Rico to break ties with the USA, and I stupidly thought that was the subject matter. God bless Puerto Rico and it's ties to the USA.
