They won't be. The object is not to confront Israelis in courtrooms, but to share the gospel with those who will listen. True Christian missionaries are not deterred by fines, jail or beatings.
There's nothing I've ever heard of that prevents a Christian from filing assault charges. Or defending himself for that matter.
Not filing charges is a mistake which encourages abberent behaivior, and gives life to the idea they were partially at fault.
