As I understand it, of all the additions Kaine proposed, not one addressed transportation issues. If transportation was such a big deal to him, why didn't he use that opportunity to address a few of the more pressing transportation problems? That tells me it's not that important to him.

It was only a ploy to get more tax money.
I noticed that when the House refused to give him the tax increase, he suddenly found a few $Million in revenues.
