We passed a proposition to stop public services to illegals and the federal courts deemed it "unconstitutional". On what grounds I don't understand.

Well, the State of California provides free Medicaid for illegals, free schooling from K-12(in all 58 school districts) for illegal aliens children,discounted tuition college(in both CSU and UC system) for illegal immigrants,free food stamps for illegal immigrants and more free services for illegal immigrants paid for the state of California. If all those things were eliminated, the state of California would have a surplus budget instead of a deficit where it has to pass bonds to keep the state from sinking.
You are thinking of Proposition 187 that was ruled unconstitutional that would have eliminated these services
