The following is a summary of the daily reports broadcast by the IMB's Piracy Reporting Centre to ships in Atlantic, Indian and Pacific Ocean Regions on the SafetyNET service of Inmarsat-C from 25 to 31 July 2006.

ALERT

Chittagong anchorage, Bangladesh
Twenty five incidents have been reported since 28.01.2006. Pirates are targeting ships preparing to anchor. Ships are advised to take extra precautions.

Recently reported incidents

28.07.2006 between 2100-2200 LT at Chittagong anchorage 'b', Bangladesh.
Three robbers boarded a tanker using long poles with hooks. Alert crew activated fire hoses and repelled boarders. Master reported this was the third attack that night.

26.07.2006 at 0200 LT at Belawan anchorage, Indonesia.
Three robbers armed with long knives boarded a tanker at forecastle and stole ship's stores. All crew chased robbers who jumped into water and escaped in a boat waiting with five accomplices.

30.7.2006 at 2115 LT at Chittagong outer anchorage 'b', Bangladesh.
Three robbers armed with knives boarded a container ship at poop deck and stole ship's stores. Alert crew raised alarm and robbers jumped overboard and escaped.

27.07.2006, 67 nm from Langkawi, Malacca straits.
Five armed pirates attacked two fishing boats and kidnapped four crew members. They are demanding a ransom from the owners for the release of the crew.

ARTICLE SNIPPET: "Three weeks into the war with Hizbullah, the IDF's intelligence picture is growing clearer, although at the same time darker. According to new intelligence obtained by the defense establishment, Syrian President Bashar Assad, alongside senior military officials, is directly involved in the attempts to smuggle weapons and rockets to Hizbullah in Lebanon.

On Monday, Assad called on his army to increase readiness to cope with "regional challenges."

In addition, the extent of Iran's intimate involvement in Hizbullah attacks is also starting to emerge. According to the defense establishment, the reason Hizbullah has not fired long-range Iranian-made Fajr missiles at Israel is due to Teheran's opposition. Israel now understands that without direct orders from the ayatollahs, Hizbullah is not allowed to use Iranian missiles in attacks against Israel.

The IDF also believes that it seriously damaged the long-range rocket array in the first night of air strikes almost three weeks ago and impaired Hizbullah's ability to fire the rockets.

Nevertheless, Hizbullah is still believed to have 10,000 short-range Katyusha rockets, after 1,500 were fired at Israel and another 1,500 were destroyed by the air force.

The longer-range Zelzal missiles, manufactured by Iran and capable of reaching Tel Aviv, have also not been fired at Israel, and the IDF believes this is because it destroyed almost two-thirds of these in the Hizbullah arsenal.

In addition, Israel has identified the bodies of 200 Hizbullah operatives killed in fighting, out of the organization's total number of fighters estimated to stand at 1,000. Hizbullah fighters were also found to be using special thermal suits that retained their body heat and curtailed IDF attempts to discover them at night.

Alongside the regular Hizbullah fighters, the defense establishment has identified two senior officials in the organization who were killed in IAF missile strikes: Jihad Atayeh, head logistic officer for Hizbullah in southern Lebanon and one of the planners of the cross-border attack in 2000 during which three IDF soldiers were kidnapped; and Nur Shilhav, responsible for coordinating the smuggling of weapons from Syria into Lebanon.

Iran is also believed to have a strong presence in Lebanon, including dozens of members of the Revolutionary Guard that are instructing the Hizbullah how to use advanced weaponry similar to the Iranian-supplied C-802 missile which hit a navy missile ship two weeks ago."

August 1, 2006 -- President Bush yesterday defied world pressure and stood behind Israel's refusal to agree to an immediate cease-fire, after Israeli bombs killed at least 54 people in the Lebanese town of Qana. "We want there to be a long-lasting peace, one that is sustainable," the president said in Miami.

"It is important to remember this crisis began with Hezbollah's unprovoked terrorist attacks against Israel. Israel is exercising its right to defend itself. We mourn the loss of innocent life, both in Lebanon and Israel."

Bush said the bombing in Qana was "awful," and acknowledged "there's been a lot of pressure on Israel to stop" - but he told Fox News Channel's Neil Cavuto that's not the solution.

"What we've got to do is put pressure on the world to help create the conditions so that when there's a cease-fire, it lasts. Stopping for the sake of stopping is - can be - OK, except it won't address the root cause of the problem," Bush told Fox.

ARTICLE SNIPPET: "TORONTO -- The Canadian Security Intelligence Service practice of paying informants to gather intelligence from specific religious communities in Canada is a perfectly acceptable tactic that has been misunderstood and misrepresented, security experts say.

Places of worship are only investigated if suspicious individuals are known to frequent them, former employees of the spy agency and the RCMP said Monday in response to media reports that said CSIS has infiltrated virtually every mosque in Toronto.

“It’s absolutely, absolutely untrue that there’s a spy in every mosque,” said Chris Mathers, a crime and risk consultant and former RCMP officer.

“The RCMP and CSIS do not . . .target religious groups, they target individuals, because it’s against the law.”

CSIS will only infiltrate particular locations if they seem to be likely breeding grounds for extremist activity, Mathers said.

If a person was under suspicion and attended a specific place of worship, measures would be taken to investigate the goings-on within that building as well as any other places the suspect spent considerable time, he added."

Israel / Hezbollah Ground combat SITREP
Based upon available information, Day one of the ground offensive appears to be taking the following form.

1. There appears to be a major thrust towards the Litani River from the northern tip of Israel. The Litani is at its closest to Israel at this point. Lead elements of IDF are as far as At Tayyabah, approximately one half of the way to the Litani. Combat began late Monday (Israel time).

2. There are a secondary attacks in the vicinity of Ayta as Shab along the west-central border of Israel / Lebanon and Hula near Qiyat Shemona

3. IDF forces are still reported in the vicinity of Ras, located south of Bint Jubayl (Hezbollah stronghold).

4. Across the rest of the border are smaller, pinning actions seeking to freeze and mask the main IDF effort.

Apparent Israeli tactical/strategic goal:

The quick thrust to the Litani River in the north quickly permits the IDF to cordon-off S. Lebanon and destroy Hezbollah piecemeal. Hezbollah’s tactic – sit in place (bunkers) and slug it out versus Israel’s more mobile forces will result in Hezbollah pockets being isolated to be later ground into nothingness. Forces to the west of the At Tayyabah salient will probably wheel to the west, pushing any fleeing Hezbollah into the ocean. Plan for the area east of At Tayyabah is not developed enough to confirm but may swing towards the east towards the Syrian border and the Bekkah valley. But to obtain the 20 mile buffer, they may not have to go too far to the east.

I expect the calls for a ceasefire to increase, as long as the Hezbs are losing. The IDF may accomplish a major feat if they cut Hezb off.
